"And all" is used in the sense of "and everything else", so he's pointing out the bow, and all of the ministry official attached to it. Regarding Delores wearing a bow, here ...

    "The Rebellion Begins"

    — Official tagline

is a British-American fantasy film based on the fifth novel by J. K. Rowling, released on 11 July 2007 in the U.S. and 12 July 2007 in the UK. David Yates made his directorial debut for the series, as did Michael Goldenberg for writing and David Barron for producing, while David Heyman returned from the first four films to produce. Reprising their roles from the previous films are Daniel Radcliffe, Rupert Grint, Emma Watson, Robbie Coltrane, Ralph Fiennes, Michael Gambon, Brendan Gleeson, Richard Griffiths, Jason Isaacs, Gary Oldman, Alan Rickman, Fiona Shaw, Maggie Smith, David Thewlis, Emma Thompson, David Bradley, Warwick Davis, Tom Felton, Robert Hardy, Julie Walters and Mark Williams, while Helena Bonham Carter, Imelda Staunton, George Harris and Natalia Tena make their debut for the series.

This film is the only one of the series for which Steve Kloves did not write the screenplay. When asked why he turned it down, he said "You know, I don’t even know why. The fourth film, Goblet of Fire, was really hard to do. I wrote on it for two years. But it’s not that simple and I don’t know that I’ll ever fully understand why I didn’t do it. This will sound glib, but it’s somewhat true: They asked me on the wrong day."

In the wake of Cedric Diggory's death and Lord Voldemort's return, Harry Potter is worried that things could get worse. As he and his cousin Dudley are walking home from the park (following Dudley's antagonising Harry in front of his friends), they are attacked by Dementors (secretly sent by Dolores Umbridge) and Harry casts a Patronus Charm to save them both from the Dementor's Kiss. An extremely baffled Dudley is taken back to Privet Drive accompanied by Mrs Figg, a squib who is a neighbour of Harry and was told by Dumbledore to keep an eye on him. Later, a Howler from Mafalda Hopkirk of the Ministry arrives for Harry and tells him he is expelled from Hogwarts School of Witchcraft and Wizardry for using magic in front of a Muggle.

The Order of the Phoenix comes and collects Harry while Alastor Moody reveals that Dumbledore ordered his expulsion order suspended in favour of a disciplinary hearing. The Order flies him to 12 Grimmauld Place to stay, where he finds out that Hermione and Ron's family are there, too. Harry also has many nightmares about the events that had happened the previous year, including the death of Cedric Diggory and the rejuvenation of Voldemort. While at 12 Grimmauld Place, Harry's godfather Sirius Black mentions that Voldemort is after "something he didn't have last time." Around this time Harry also learns about the Order of the Phoenix, an organisation of which Sirius Black, Severus Snape, Mr and Mrs Weasley, Remus Lupin, Nymphadora Tonks, Professor Moody, and many others are all members.

At the Ministry, Dumbledore defends Harry's actions. The Minister for Magic Cornelius Fudge denies Harry's answer to his question, regarding what actually took place on the night in question, leading to further arguments. Mrs Figg gives testimony as a witness of the event. Dumbledore tells Fudge that Voldemort could be behind the Dementor attack, but Fudge refuses to believe that Voldemort is back. In the end, Harry is cleared of all charges, because Dumbledore reminds them that, expelling him from the school for using a charm to defend himself against Dementors is unjustifiable, as it is not forbidden for even an underage wizard to use magic in a matter of life or death.

Shortly after Harry, Ron, and Hermione arrive at Hogwarts they find out that the sinister and mean-spirited Dolores Umbridge is the new Defence Against the Dark Arts teacher. It is apparent that she is there as a puppet of the Ministry of Magic in their way of interfering at Hogwarts and keeping rumours about Lord Voldemort's return from spreading. When Harry insists that Voldemort's return is not a lie and that he saw him, Umbridge gives him detention (which consists of making him write "I must not tell lies" repeatedly with a special quill that takes the writing out of his hand, writing it in blood). This proves to be the beginning of Dolores Umbridge's abuses of power as the Ministry of Magic's "high inquisitor"; she introduces restriction after restriction, as well as "evaluating" teachers to determine if they're worthy of remaining at Hogwarts. This leads to her sacking Professor Trelawney, but she is stopped from throwing her out of Hogwarts altogether by Professor Dumbledore, who tells Professor McGonagall to escort Trelawney back inside. When Umbridge begins to argue about his actions, Dumbledore tells her that she has the right to sack teachers but not to banish them from the grounds. At the same time, Dumbledore distances himself from Harry, knowing that Harry's mind is connected to Voldemort and can see visions of Voldemort when he gets a big emotional charge such as happiness or anger.

In the face of Umbridge's corruption, refusal to actually teach Hogwarts students anything worthwhile in Defence Against the Dark Arts, and the Ministry of Magic's continued denial of Voldemort's return, the trio, along with many other Gryffindor, Ravenclaw, and Hufflepuff students, band together to form a group that comes to be known as "Dumbledore's Army" in honour of the headmaster (who is presently on the receiving end of a smear campaign against him due to his insistence that Voldemort really has returned). The DA members decide to find a secret place in the castle where all willing students can come and learn. Neville Longbottom finds the Room of Requirement, a hidden room in Hogwarts that gives those inside things they need. The group decides that Harry will be their new Defence Against the Dark Arts teacher. The students use the room to train, and Harry begins a relationship with Cho Chang. Under the assumption that Dumbledore's Army is an organisation formed to undermine the Ministry, as High Inquisitor, Umbridge bans most student activities, and forbids any groups, societies, etc., of more than 3 people to continue unless given permission; essentially revoking all student freedom.

Harry has a vision of an attack on Arthur Weasley in the Department of Mysteries, saving his life. At Christmas, Harry confides in Sirius about how he is feeling and how he feels Voldemort inside of him. Afterwards, Dumbledore instructs Snape to give him Occlumency lessons in order to block his mind from Voldemort's influence. The Occlumency lessons causes Harry to begin distancing himself from his friends. Simultaneously, Sirius's deranged cousin, Bellatrix Lestrange, escapes from Azkaban prison along with nine other convicted Death Eaters.

When the camera goes in front of them, Harry puts his hand in his pocket again. The camera goes behind them - and Harry pulls his ticket out another time.

•When Dudley bullies Harry, his shorts have a bunch of strange designs. When the Dementors are about to come, Dudley's short's designs change completely.

•During the Underground scene, you can see a man to the left of Mr Weasley pass by twice.

    1. Dudley Demented

•In the film, Dudley's gang of friends is with him when Harry confronts Dudley. In the book, they had left to go home, so Dudley and Harry are alone. In the video-game adaptation, Harry speaks to Dudley after hearing every one of Dudley's gang saying goodbye to Dudley. •In the book, Dudley is stated to have worn a leather jacket. The film omits this and has Dudley simply wearing a summer outfit with shorter trousers and a T-shirt. •The book also claims that Dudley had smoked cigarettes on street corners. As it would be illegal for Harry Melling to have smoked during the film's production, nor would it be healthy for this to have happened, this is omitted from the film and there is no reference to it. •The scene with Mundungus Fletcher in Privet Drive is omitted, due to Mundungus's omission from the film. •Harry having received Sirius's letters is omitted from the film, and therefore are never shown to be in Harry's possession at the Dursley home. •In the book, Harry and Dudley are attacked by Dementors in an alleyway in Little Whinging, while in the film, they are attacked in an underpass.

    2. A Peck of Owls

•In the book, after Harry explains how Dudley was attacked by a Dementor, and Vernon asks what that is, Petunia blurts out the explanation, leading both Harry and Vernon to wonder how she knows this. This is nowhere in evidence in the film, and some plot points in Deathly Hallows may be confusing if filmed as a result. •Harry Potter's explanation to the Dursleys of the Dementor is omitted. Instead, he just sits at the kitchen counter silently while Uncle Vernon lectures him about what he did to Dudley. •In the book, Harry receives several letters: •The first one was from Mafalda Hopkirk about using magic in front of a Muggle and being expelled from Hogwarts, that he'll attend a hearing and and that his wand would be destroyed shortly by Ministry representatives (note: the letter doesn't speak out loud in the book, so the Dursleys don't know what it says until Harry tells them). •The second one was from Arthur Weasley telling Harry that Dumbledore arrived at the Ministry and is trying to sort everything out and to not leave his aunt and uncle's house, to not do anymore magic and not to surrender his wand. •The third one was a second letter from Mafalda Hopkirk telling Harry that the Ministry had instead decided Harry may retain his wand until his hearing, at which time an official decision would be taken and that the Ministry has agreed that the question of his expulsion would also be decided at that time and he should therefore consider himself suspended from school pending further inquiries. •The fourth one was a letter from Sirius Black saying that Arthur Weasley informed him (Sirius) and everyone else what had happened and that whatever Harry does, he should not leave the house. •Petunia also receives a howler from Albus Dumbledore telling her to "remember his last" which means that his previous letter he sent her 14 years ago. •In the film, only Mafalda Hopkirk's first letter is sent to Harry. All of the other letters and the Howler are omitted, although the contents of Arthur Weasley’s letter and Mafalda Hopkirk’s second letter are relayed to Harry by Kingsley Shacklebolt when he and the rest of the Advance Guard prepare to leave Privet Drive with Harry this way: “Dumbledore has persuaded the minister (contents of Arthur Weasley’s letter) to suspend your expulsion pending a formal hearing (contents of Mafalda Hopkirk’s second letter)”. •In the novel, it is said Harry cast the Patronus Charm at 9:23 p.m., but in the film, it is said he cast the charm at 6:23 p.m.

    3. The Advance Guard

•Tonks' status as a Metamorphmagus is never even discussed in the film, though her hair does turn red when Mad-Eye calls her by her first name. She starts changing her nose at the dinner table without any real explanation of her powers. •Nymphadora Tonks' name is only mentioned twice in the film, both times by Alastor Moody. Also, she does not appear to have a close relationship with Harry as she did in the books. They never directly talk to each other. Although, she winks at Harry as she walks by him upon arriving at Grimmauld Place, but despite all this, they remain friends. •Nymphadora Tonks fictitious competition creation "All-England Best-Kept Lawn Competition" to get the Dursleys to attend in order to escort Harry away is not mentioned and is very likely omitted. The Dursleys leave the house and likely take Dudley (with a blanket over his head) to a hospital as Aunt Petunia mentioned before. •In the film, the Advance Guard arrives to remove Harry from Little Whinging right after the Dementor attack. In the book, Harry is grounded for few days until the Advance Guard comes. •In the film, there is no mention about Moody's magical eye malfunctioning. •In the film, when Harry and the Advance Guard fly by brooms, they fly up the Thames; in the book, they fly at much higher altitude to avoid detection by Muggles. •Remus Lupin, Dedalus Diggle, Sturgis Podmore, and Hestia Jones are omitted from the Advance Guard, reducing it to Alastor Moody, Kingsley Shacklebolt, Nymphadora Tonks, Elphias Doge, and Emmeline Vance, the latter two who have no lines. Lupin does appear later in the film, but gets little screen time. Sturgis Podmore is not featured in the film, and his being sent to Azkaban is omitted as well.
