    Deborah Lynn "Debbie" Fogle (portrayed by Vanessa Beyer) was an NYPD officer who was partnered with Raymond Holt before being sent to prison for stealing 20 kilos of cocaine and machine guns from evidence as well as kidnapping.

    Season Seven

    In Manhunter, when Jake Peralta, Charles Boyle, and Terry Jeffords arrive at the Garfield Plaza, Jake asks for the security footage and commands the forensic team to sweep the area, until he realizes that the area hasn't been secured yet from civilians. After asking who's in charge, a uniformed officer, Debbie Fogle, approaches them, explaining that her partner is the one who is in charge of crowd control and to excuse him for his incompetence, as he is new to the job. Jake then asks Fogle her partner's name, so he can take him off the case. It is then revealed that her partner is Raymond Holt. Jake then asks her and Holt to secure the street. While Debbie and Holt secure the western area, she gives him a tip to keep his hat on while standing so the pigeons will not poop on or peck them. After Holt thanks her for the tip, Debbie explains that she still has a lot of tips, which are mostly about the danger of standing. Holt then asks if there's any way to speed the process up. Debbie laughs, saying that she has a funny guy for a partner. She then suggests Holt monitor his foot health, by sending him a pedometer app that she also uses. However, Holt refuses the offer, as he has been keeping count of his steps in his head, "like a normal person." After Holt and Debbie are held at gunpoint by the shooter, she reveals the reason she joined the force was to track down the man who murdered her sister; adding "Remember? That's my whole story." Before they're rescued by the Nine-Nine, Debbie asks Holt to take care of her cat. Back at the Nine-Nine precinct, Debbie is elated to have cone duty, saying, "It's the best birthday yet!" In The Jimmy Jab Games II, Charles approaches Debbie, asking her to take his spot as one of the contestants, which Debbie gently refuses. Charles then tells her about his old self, and then encourages Debbie that she also can become like him. Debbie then agrees to take his spot. In the first challenge, which is a meat throwing contest, Debbie almost gives up before Charles encourages her again, before giving her a piece of meat. When Debbie ask if the meat she is holding is turkey, and Scully confirms it is, she reveals that she is actually very allergic to turkey meat. A moment later, the squad helps Debbie by laying her down in one of the desks, and shoot her with an epipen. Later, while changing his costume for the next competition, Charles accidentally wakes Debbie up. As she apologizes for messing up, Charles tells her about his embarrassing accident in the first Jimmy Jabs games. Debbie then tells him that she wants to sing, which Charles agrees to make her the closing number of the competition. After Jake wins the game, the squad gathers in the briefing room. Charles then calls Debbie to sing as the closing number. After the performance, Charles approaches and praises Debbie for her performance. When Debbie asks him if they liked it, Charles tells her that it doesn't matter what other people think. He then encourages Debbie one more time, telling her that she can do anything when she puts her mind to it. Later, Debbie seemingly breaks into the evidence room, steals 20 bricks of cocaine and two machine guns, and exits the precinct. In Debbie, when Debbie arrives at the The 99th Precinct the office is in chaos because someone has stolen twenty bricks of cocaine and two machine guns from evidence. Debbie knows that it was her and tries to play it cool when the others are talking about it. She thinks she is doing a good job but everyone else sees right through her. After an awkward conversation with Captain Holt and Rosa Diaz she heads to the bathroom and calls her buyer about the handoff. However Michael Hitchcock is in one of the stalls and hears everything. He goes to tell the rest of the squad but they also have worked out that it was Debbie who took all the coke and guns. Amy Santiago and Terry Jeffords approach Debbie asking if they can speak to her in Terry's office. Debbie is obviously nervous and tries to avoid being questioned by saying she needs to make a sandwich. She realizes that they have caught on to her and makes a run for it but Norm Scully takes her down for stealing his orange chicken. Debbie is taken in for questioning but she won’t give up the location of the stolen items. Terry theories that Debbie could be working for the notorious crime boss Silvio Nucci. Because Debbie refuses to testify against Nucci, Jake Peralta and the rest of the squad form a plan to trick Debbie into revealing Nucci's whereabouts. Jake and Rosa go undercover and break Debbie out. They arrive at a hotel and Debbie explains how it could take up to days for Nucci to call her for the pickup. Rosa and Jake talk privately and Rosa thinks they should just take Debbie in and forget about Nucci. Jake still thinks Debbie is a good person and that Nucci is the real target. When they enter the hotel room again Debbie has done a bunch of Cocaine and is going crazy. She keeps pointing guns at them. Nucci calls and tells her that the pickup is in two hours. Debbie catches on that Rosa has been texting the Nine-nine a lot and pulls a gun on her demanding that Rosa gives up the phone. Rosa has had enough of Debbie and tries to arrest her but Debbie turns out to be good at fighting and takes down Rosa. Debbie ties Rosa up and puts her in the trunk of the car. Jake still manages to keep his cover and they drive to a large Airbnb mansion for the handover. Debbie is still high on coke and is acting very crazy. She calls her Mother to show off the mansion but instead ties her up as well. Debbie clearly has a thing for Jake so he uses that to get close enough to steal her gun but Debbie sees what he is doing and takes him down as well. The handover is about to happen but Jake and Rosa put doubts in her mind. She realizes that she hasn’t thought this through and properly and doesn't know how to get out of it. Margaret Jean Fogle (Debbie's Mother) disowns Debbie and says that she doesn’t want to be in her life anymore. Rosa steps in and talks about how she wishes her parents gave her more support when she needed it. Debbie sees that Rosa is just trying to help and Debbie releases both of the cops. Nucci arrives asking for the coke but Rosa and Jake pull guns on them. They have a standoff until the NYPD arrives and can make the arrests. Nucci makes one last struggle by grabbing Debbie and holding her hostage. However by this point we know that Debbie can fight for herself. She kicks him to the ground and they make the arrest. Debbie is also arrested but with Rosa's help her sentence probably got lowered to ten years.
