My mate who joined Network Rail half a year ago is based at Bletchley. He showed me his formal offer and it was stated that he would receive circa £2k Outer London Allowance.

From looking at recent job ads, I believe that band 4 is equivalent to "£42,971 – £48,342" and band 3 to "£32,740 – £36,832". [Aside: Does the "B" (i.e. band 3B or 4B) signify anything?]. The aim is to "allow the hiring team and your potential coworkers to get to know you better and faster than a basic phone screen would".
